The idea about integrating in a ROM is that, you will still be able to track down your device via GPS, even after whoever has your device decides to perform a hard reset.

Step 1. Download the OEM and unzip it.
Step 2. Locate the RGU File and open it with note pad, then follow instruction on Fig1
